The Centre was originally established in 1980 as the Centre of Urban Studies and Urban Planning. Its title was changed to the Centre of Urban Planning and Environmental Management (CUPEM) in January 1991 following a review and reconstructuring of its academic activities. The Centre is an exclusively post-graduate teaching unit. It is also a research centre in the University of Hong Kong, the first university in the territory.
